Baroness Pinnock moved Motion R1, as an amendment to Motion R, at end to insert “, and do propose Amendment 82B in lieu—82B After Clause 123, insert the following new Clause—“Planning application fees(1) Section 303 of the Town and Country Planning Act 1990 (fees for planning applications etc.) is amended as follows.(2) After subsection (4) insert—“(4A) If the Secretary of State is satisfied that the income from the fees set by regulations does not meet the cost of performing the function, a local planning authority may make provision as to how a fee or charge under this section is to be calculated (including who is to make the calculation).”””The House divided:
