To ask the Scottish Government what plans it has to introduce human papillomavirus (HPV) testing as the primary test in the cervical cancer screening programme, following recommendations from the UK National Screening Committee.

The Scottish Government is currently working with NHS Scotland on the development of a business case which will provide all of the detail required to make a considered decision on implementing HPV testing in the Scottish cervical screening programme. This is expected to be submitted by 1 June 2016.

To ask the Scottish Government when it will introduce the fecal immunochemical test (FIT) as part of the bowel screening programme to replace the fecal occult blood test (FOBT) and what projections it has made of the number of patients that will be referred for further investigation compared with the current FOBT test.

The FIT will be introduced in 2017. The FIT has the potential to increase referrals for colonoscopy due to an anticipated increase in uptake and the increased accuracy of the new test. Assuming that, as at present, 80% of participants with positive screening results are referred for colonoscopy, this potentially could mean an increase of around 760 colonoscopies per annum. This is based on 8,600 referrals in 2011-12 and a positivity rate of 2.3%.

The Scottish Government fully supports the living wage and recognises the real difference it can make to the lives of the people of Scotland including people working in the care sector.
We have been working with stakeholders to produce statutory guidance which requires all public bodies to consider whether it is relevant and proportionate to include a question on fair work practices as part of the procurement process, including in procuring care services. The guidance was published on 6 October 2015.
We have, and will continue to work with COSLA, Scottish Care, Coalition of Care and Support Providers in Scotland and other key stakeholders to improve the quality of care in the care sector by jointly investing in improving fair work practices for care workers - which include paying, or making progress towards paying the living wage.
