Not Value for Money - Not Fit for Purpose

The motion

That the Parliament notes the concerns raised by leading architect, Malcolm Fraser, regarding the use of private finance to build schools; notes with concern his anxieties regarding the physical and mental well-being of children in schools built with private finance and the potential detrimental effects on children’s educational attainment; acknowledges that the Educational Institute of Scotland still has “serious reservations” about the value of PPP; believes that private finance neither gives value for money nor is fit for the purpose of building schools, and calls on the Scottish Executive to publish what evidence it has on the value of PPP in building schools and to undertake a full investigation into the mental and physical effects of schools built under private finance initiatives and their impact on children’s educational attainment.
