Reform of the Private-rented Sector
The motion
That the Parliament recognises what it sees as the growing difficulties facing many people in Scotland in private-rented accommodation; understands that private rents have been rising across every region and are now at their highest ever; notes recent figures suggesting that more tenants are falling into arrears; understands that, in the last decade, the sector has nearly doubled in size and that increasing numbers of tenants are living in poverty; welcomes what it understands is the momentum building behind the calls for regulation of the sector, including Shelter's Make Renting Right and the NUS's Living Rent campaigns; believes that the previous attempt to legislate to ban so-called rip-off rent rises in the Housing (Scotland) Act 2014 were unsuccessful; understands that there is now cross-party support for government intervention and for housing to be a priority in the last months of the parliamentary session, and calls on the Scottish Government to bring forward plans in its programme for government that will offer protection to private sector tenants in Scotland from exploitative rent rises.
