Launch of the Scottish Care Leavers Covenant

The motion

That the Parliament welcomes the launch on 22 October 2015 of the Scottish Care Leavers Covenant at the offices of the Prince’s Trust Scotland in Glasgow during Care Leaver Week; notes that the covenant was developed by an alliance of organisations that work with young people who have been in care; understands that these groups include the Centre for Excellence for Looked after Children in Scotland, Who Cares? Scotland, Barnardo's Scotland, the Life Changes Trust, the Centre for Youth Criminal Justice, the Scottish Throughcare and Aftercare Forum, Quarriers and the Institute for Research and Innovation in Social Science; believes that the covenant is designed to support corporate parents in meeting their new duties under part 10 of the Children and Young People (Scotland) Act 2014; considers that young people with experience of being in care deserve the care, support and opportunities that everyone would want for all other children; understands that the new duties to support care leavers set out in the Act represent an opportunity to transform the way that society supports young people who have been in care; believes that this will best be achieved through a cross-sector approach to supporting corporate parents in delivering changes in action and practice to bring consistency to entitlement in order to support young people, and considers that, in light of this, the launch of the covenant is a major contribution to the delivery of a transformational shift in culture and practice in support for these young people.
